Well, it's not her call, ultimately. New York, like all States, has (as required by the US Constitution), a 'republican' form of government, meaning a triad of co-equal branches with over-lapping but different powers. In that scheme (again, REQUIRED by the Constitution), the chief executive does not have the power of legislation; only the state legislature does. If they choose to do this, then it's done, and it doesn't matter if the Governor disagrees. Same for funding it.
