Further to that pond filter I made a couple of months ago - it has been working very nicely. As the flow started to wane in the past week I've put the clean-out to the test.

First lesson was that it'll siphon the pond water out, so I added an inline on/off valve near the backflow valve at top left.

Second was that the PVC thread seal isn't great. Tightened the cleanout but still drips. No damage visible, but tried teflon tape. No help. MOAR tape? Nope.

Trying 'pipe dope' thread sealer today.
