There appears to be confusion about how NORAD works.

NORAD is a binational command, meaning that it is under the command authority of both countries. The NORAD commander has operational control of both country's NORAD forces, meaning that they can be used as a common aerospace defence capability for both countries.

So, when Cdn PM directs that NORAD shoot down an unknown object, and the NORAD commander uses US assets (likely because they're closer), this is exactly how it's supposed to work.
